This bill allows the Department of Parks and Recreation to enter into a special agreement with Save Mount Diablo (SMD), a nonprofit organization, to restore the historic Mount Diablo Beacon located at Mount Diablo State Park. The restoration agreement must adhere to national standards for treating historic properties and professional guidelines for conservation, with all work subject to audit by a conservator company. Importantly, Save Mount Diablo will be responsible for all costs associated with the restoration, and while the work is primarily intended to be done by volunteers, SMD can also hire paid professionals. This measure is considered urgent because the beacon is currently inoperable and needs to be repaired before the annual Pearl Harbor Day commemoration on December 7th, which is a significant historical event for survivors and a reminder of a critical moment in American history.
