This bill proposes to add Section 13108.1 to the Health and Safety Code, requiring the State Fire Marshal, in consultation with the Bureau of Electronic and Appliance Repair, Home Furnishings, and Thermal Insulation, to review current flammability standards for building insulation. The review will specifically examine whether some insulation materials can only meet these standards through the use of chemical flame retardants. If deemed appropriate, the State Fire Marshal will propose updated flammability standards to the California Building Standards Commission by July 1, 2015, with the goal of maintaining overall building fire safety and ensuring adequate protection against fires spreading within walls, crawl spaces, and attics for both occupants and firefighters, while potentially offering manufacturers more flexibility in meeting these standards, with or without chemical flame retardants.
