This bill aims to support the development of markets for recycled CRT (cathode ray tube) glass, which is glass from old electronic devices like televisions and computer monitors. It proposes to amend existing laws to allow for "market development payments" to entities that process this CRT glass or use it to manufacture new products within California. Specifically, it clarifies that these payments can go to CRT glass processors, CRT glass manufacturers, or electronic waste recyclers who either process the eligible CRT glass for use in a product or manufacturing process in the state, or who use that processed CRT glass in a product or manufacturing process within the state. To receive these payments, these entities must demonstrate compliance with all applicable laws, ensure the CRT glass is eligible for existing electronic waste recovery or recycling payments, and that the processing removes hazardous materials and prepares the glass for use in the United States. The bill also introduces a distinction between "processing payments" and "manufacturing payments" for CRT glass, with specific requirements for each. These provisions are set to remain in effect until January 1, 2020.
