This bill eliminates existing renewable energy standards and electric energy optimization standards, replacing them with a new distributed generation program and a program for on-bill financing of residential energy improvements. The distributed generation program allows customers to generate their own electricity from eligible sources, like solar panels, and be credited for excess energy sent back to the grid. The on-bill financing program allows utility customers to finance energy efficiency upgrades for their homes, with the costs repaid through their utility bills. The bill also makes various changes to how energy efficiency programs are administered and funded, and modifies the requirements for renewable energy credits.
