This bill, known as the Toxin-Free Infants and Toddlers Act, prohibits the manufacture, sale, or distribution of bottles or cups containing bisphenol A (BPA) at detectable levels above 0.1 parts per billion (ppb) if they are intended for children three years old or younger, starting July 1, 2013. This restriction does not apply to medical devices or general population food and beverage containers, and it can be superseded if the Department of Toxic Substances Control (DTSC) adopts a regulatory response to BPA in specific products. The bill also mandates that manufacturers use the least toxic alternatives when replacing BPA and prohibits the use of chemicals classified as carcinogenic or reproductive toxicants by the U.S. Environmental Protection Agency or listed under California's Safe Drinking Water and Toxic Enforcement Act of 1986.
