This bill extends collective bargaining rights to employees of the legislative branch of state government, with some exceptions. It amends the existing law, the Public Employees' Collective Bargaining Act (RCW 41.80), to include employees of the legislative branch as an "agency" for the purpose of collective bargaining. The bill also adds a new section that specifies the secretary of the senate, the chief clerk of the house of representatives, the senate facilities and operations committee, and the house executive rules committee will select a negotiator or negotiators to represent the legislative branch in collective bargaining with the exclusive bargaining representative of legislative employees.
