This bill would prescribe requirements relating to "release time" that would apply to all public employers and employees subject to various labor relations acts in California. It would require these public employers to grant a reasonable number of employee representatives of the exclusive representative reasonable time off without loss of compensation or other benefits for activities such as investigating and processing grievances, meeting and negotiating with the employer, testifying or appearing as a representative in hearings and proceedings, and serving as a representative for new employee orientation. The bill would establish these release time rights as minimum requirements and would prohibit the Public Employment Relations Board from enforcing these provisions with regard to public transit workers that are not otherwise subject to the board's jurisdiction.
