This bill creates new provisions relating to the funding of inaugural activities. The key provisions are: 1. A committee formed to receive contributions or make expenditures for inaugural activities on behalf of a person elected to a statewide office must file a statement of organization with the Missouri Ethics Commission within 30 days of the committee's formation, providing details such as the committee's nature, contact information, and anticipated duration. 2. The committee must file disclosure reports with the Ethics Commission every six months, itemizing its receipts, expenditures, and debts, including a list of contributors who have given more than $25 in aggregate. 3. Upon the committee's termination, a termination statement must be filed with the Ethics Commission, detailing the distribution of surplus funds or disposition of deficits, and the individual responsible for preserving the committee's records. 4. The committee's records and accounts must be maintained for at least three years after the termination statement is filed, and any complaints of non-compliance will be investigated by the Ethics Commission. 5. Violations of these provisions can result in penalties in accordance with the existing law (section 105.478).
