This bill establishes an open primary system for all state and congressional elections in New York. Under this system, all voters, regardless of their political party affiliation, can vote in the primary election for any candidate running for a congressional or state elective office. The two candidates who receive the most votes in the primary will then compete in the general election, regardless of their party preference. The bill also provides that political parties cannot nominate candidates for these offices, but they can still endorse, support, or oppose candidates. The bill requires the proposed amendments to be published for 3 months before the next general election of members of the assembly, as required by the state constitution.
