AI Summary
This bill aims to allow self-employed individuals and employers with at least one employee domiciled in Virginia to participate in association health plans that are considered large group market plans. The bill requires these association health plans to meet various large group market requirements, such as providing essential health benefits, prohibiting preexisting condition exclusions, and setting premiums based on the collective group experience of the association's members and employees. The bill also directs the Commissioner of Insurance to seek a federal waiver to implement these provisions upon a court ruling invalidating certain Department of Labor rules related to association health plans.
