This bill requires negotiation regarding membership dues deductions for employee organizations in public employee collective bargaining. The bill also specifies that a state employee who elects a payroll deduction for membership dues to an employee organization must maintain the deduction for a period of one year or until the expiration of the collective bargaining agreement, whichever occurs first. The bill takes effect upon enactment and applies to collective bargaining procedures initiated on or after the effective date.
