This bill, known as the Dignity Not Detention Act, prohibits state and local government entities in Maryland from entering into agreements to house or detain individuals for federal civil immigration violations. Specifically, the bill prohibits these government entities from contracting with private entities to operate immigration detention facilities, paying for the costs of such facilities, or receiving any payments related to the detention of individuals in these facilities. The bill also requires the state and local governments to terminate any existing immigration detention agreements by October 1, 2021. The bill is based on the findings that the enforcement of civil immigration laws is the exclusive responsibility of the federal government and that detention of immigrants involves inherently governmental functions that should not be delegated to the private sector.
