This bill amends existing laws to afford public employees and professional employees certain rights with respect to withholding of public employee organization and professional employee organization dues. The key provisions include: 1. Allowing public employees and professional employees to immediately cease the withholding of employee organization or professional employees' organization dues from their wages upon written or emailed request, and requiring employers to cease such withholding upon receipt of the request. 2. Providing that the right to immediately resign from and end any financial obligation to an employee organization or professional employees' organization cannot be waived. 3. Requiring employers to annually notify their employees of their right to cease payment of employee organization or professional employees' organization dues and to withdraw from such organizations. 4. Specifying the content and procedures for employee authorization forms for withholding of employee organization or professional employees' organization dues, including a statement informing employees of their First Amendment right to refrain from joining and paying dues to a labor union. The bill also makes related amendments to various sections of Kansas law governing public employee relations and payroll accounting.
