This bill amends existing Texas Education Code provisions to clarify the ownership and handling of school textbooks. Specifically, it removes language that stated all purchased textbooks are the property of the state, and instead focuses on the responsibility of school district boards of trustees or governing bodies of open-enrollment charter schools to act as legal custodians of these textbooks. These governing bodies are tasked with distributing textbooks to students in the most effective and economical way. The bill also removes the requirement for textbooks, except for electronic or open-source versions, to be covered by students and mandates that students must return all textbooks at the end of the school year or upon withdrawal, unless an exception is provided.
