This bill prescribes requirements relating to "release time" that would apply to all public employers and employees subject to various labor relations acts, such as the Meyers-Milias-Brown Act, the Ralph C. Dills Act, and the Educational Employment Relations Act. The bill generally requires public employers to grant a reasonable number of employee representatives of the exclusive representative reasonable time off without loss of compensation or other benefits for activities like investigating and processing grievances, meeting and conferring with the employer, and representing the exclusive representative in various proceedings and orientations. The bill also specifies that its provisions establish minimum release time rights and that the Public Employment Relations Board cannot enforce these provisions with regard to public transit workers not otherwise subject to the board's jurisdiction.
