Specifically, it mandates that within six months of the bill's effective date, the Department of Central Management Services (CMS) will provide state agencies with a method, such as a spreadsheet, to collect and submit data on their annual workforce characteristics, compensation, and employee mobility. CMS will determine the specific data to be collected, and agencies must cooperate in providing this information within a set timeframe. The collected data will then be published annually on the ITAP or another open data site, making it searchable by state agency, job classification, union, and in aggregate, thereby increasing transparency regarding state employment and compensation.
