This bill, known as the Abortion Subsidy Prohibition Act, amends Alaska law to broadly prohibit the use of public funds and public facilities for abortions, including training to perform them. This means that any money or property owned, leased, or controlled by the state or its political subdivisions, such as universities, cannot be used to assist in or provide facilities for abortions. Furthermore, state employees cannot perform or assist in abortions within the scope of their employment, and organizations receiving state funds are forbidden from using them for abortion-related services like promotion, counseling, or referrals. However, these restrictions do not apply to abortions performed when the mother's life is endangered by a physical condition, or when the pregnancy is the result of rape or incest. The bill also clarifies that it does not create a right to abortion or a right to public funds for family planning services.
