It adjusts funding levels for various state agencies and programs, including the House of Representatives, the Senate, the Joint Legislative Audit and Review Committee, the Legislative Evaluation and Accountability Program Committee, the Joint Legislative Systems Committee, the Office of the State Actuary, the Statute Law Committee, the Office of Legislative Support Services, the Supreme Court, the Law Library, the Commission on Judicial Conduct, the Court of Appeals, the Administrator for the Courts, the Office of Public Defense, the Office of Civil Legal Aid, the Office of the Governor, the Lieutenant Governor, the Public Disclosure Commission, the Secretary of State, the Governor's Office of Indian Affairs, the Commission on Asian Pacific American Affairs, the State Treasurer, the State Auditor, the Citizens' Commission on Salaries for Elected Officials, the Attorney General, the Caseload Forecast Council, the Department of Commerce, the Economic and Revenue Forecast Council, the Office of Financial Management, the Office of Administrative Hearings, the Washington State Lottery, the Commission on Hispanic Affairs, the Commission on African-American Affairs, the Department of Retirement Systems, the Department of Revenue, the Board of Tax Appeals, the Office of Minority and Women's Business Enterprises, the Insurance Commissioner, the State Investment Board, the Liquor Control Board, the Utilities and Transportation Commission, the Military Department, the Public Employment Relations Commission, the Board of Accountancy, the Horse Racing Commission, the Department of Enterprise Services, the Board for Volunteer Firefighters, the Department of Archaeology and Historic Preservation, the Gambling Commission, the Superintendent of Public Instruction (for general apportionment, pupil transportation, special education programs, educational service districts, local effort assistance, institutional education programs, programs for highly capable students, miscellaneous--No Child Left Behind Act, and education reform programs), the Washington State Charter School Commission, the University of Washington, Washington State University, Eastern Washington University, Central Washington University, The Evergreen State College, Western Washington University, the State Board for Community and Technical Colleges, the Student Achievement Council (for policy coordination and administration, and office of student financial assistance), the Department of Social and Health Services (for children and family services, juvenile rehabilitation, mental health, developmental disabilities, economic services, and alcohol and substance abuse programs), the Health Care Authority, the Human Rights Commission, the Board of Industrial Insurance Appeals, the Criminal Justice Training Commission, the Department of Labor and Industries, the Department of Veterans Affairs, the Department of Health, the Department of Corrections, the Department of Services for the Blind, the Employment Security Department, and the State Treasurer for various distributions and transfers. The bill also includes provisions related to the acquisition of information technology projects through financial contracts, compensation for represented and nonrepresented employees, and various other administrative and operational adjustments.
