This bill enacts the Interstate Compact on the Agreement Among the States to Elect the President by National Popular Vote, which is an agreement between states to change how the U.S. President is elected. Under this compact, each participating state will conduct a statewide popular election for President and Vice President, and the candidate who wins the most votes nationwide will receive all of that state's electoral votes. This means that even if a candidate doesn't win a particular state's popular vote, that state's electoral votes would go to the candidate who won the national popular vote. The compact will only take effect once enough states have joined to collectively represent a majority of the electoral votes, and any state can withdraw from the agreement under certain conditions. The bill also defines key terms like "chief executive" (Governor or Mayor), "elector slate" (candidates nominated to be presidential electors), "chief election official" (the official who certifies vote totals), "presidential elector certifying official" (the official who certifies electors), "presidential slate" (a candidate for President and their running mate for Vice President), "state" (including the District of Columbia), and "statewide popular election" (a general election where votes are counted statewide).
