This bill, the First 2014 General Revisory Act, makes numerous technical and stylistic changes to existing Illinois laws. Its primary purpose is to consolidate and reconcile various sections of law that have been amended by multiple public acts, renumber sections to eliminate duplication, and correct obsolete cross-references and technical errors. For example, it clarifies language in the Regulatory Sunset Act regarding the repeal of certain acts, updates the Open Meetings Act to include a blank section, modifies exemptions under the Freedom of Information Act for recurrent requesters, and adjusts definitions within the State Employee Indemnification Act. The bill also renumbers and combines different versions of sections within the State Employees Group Insurance Act of 1971 and the State Commemorative Dates Act. Additionally, it makes changes related to online voter registration in the Election Code, clarifies provisions in the Department of Central Management Services Law concerning employee data on the Illinois Transparency and Accountability Portal (ITAP), and updates references in the Children and Family Services Act and the Department of Professional Regulation Law of the Civil Administrative Code of Illinois.
