This bill establishes Michigan's participation in an interstate compact, known as the "Agreement Among the States to Elect the President by National Popular Vote," which aims to elect the President and Vice President of the United States based on the national popular vote. Under this agreement, each member state will conduct a statewide popular election for President and Vice President, and the chief election official will tally votes from all member states to determine the "national popular vote winner." The presidential electors in each member state will then be appointed to support the candidate who won the national popular vote, ensuring that the candidate with the most individual votes nationwide becomes President, provided that enough states with a majority of electoral votes join the compact. The compact takes effect when states collectively holding a majority of electoral votes have enacted it, and any state can withdraw, though such withdrawal is restricted within six months of a presidential term's end.
