This bill prohibits mental health care and social health professionals from practicing "conversion therapy," which is defined as providing professional services to attempt to change a person's sexual orientation or gender identity, including efforts to change behaviors or reduce same-sex attractions or feelings, on individuals under 18 years of age. However, the bill clarifies that conversion therapy does not include counseling that supports gender transition, or counseling that offers acceptance, support, understanding, or facilitates coping, social support, and identity exploration, as long as it's not aimed at changing sexual orientation or gender identity. The bill also specifies who qualifies as a mental health care or social health professional, including licensed psychologists, social workers, marriage and family therapists, professional counselors, and occupational therapists, among others. Furthermore, it amends existing laws to include violations of this new prohibition as grounds for disciplinary action by the relevant licensing boards, which can include denying, suspending, or revoking licenses, imposing fines, or other disciplinary measures. The bill also declares an emergency, meaning it will take effect immediately upon its passage.
