Removes requirement for State Department of Agriculture to monitor ethanol fuel production and issue notice when ethanol production reaches specified level. Removes requirement that retail dealer, nonretail dealer or wholesale dealer of gasoline sell only gasoline blended with specified percentage of ethanol.
