This open format must be easily retrievable, downloadable, indexable, and searchable by common internet search applications, platform-independent, machine-readable, free to the public, and allow for reuse and redistribution without restriction, while also retaining the original data definitions and structure. The bill also includes legislative findings that this requirement furthers the constitutional right to public access to government information by ensuring uniformity and usability of data released by local agencies.
