This bill mandates that health insurance identification cards issued by qualified health plan issuers, which are companies offering health plans through an exchange (a marketplace for health insurance), must display the acronym "QHP" in a location chosen by the issuer, in addition to any other required information. The bill defines terms like "enrollee" (a person enrolled in a health plan), "exchange," "qualified health plan," and "qualified health plan issuer" by referencing federal regulations (45 C.F.R. Section 155.20) as they existed on January 1, 2015, but also gives the state's commissioner the authority to monitor these federal definitions for amendments and, if deemed in the state's best interest after considering the impact on patients and healthcare providers, adopt those amendments by rule. The commissioner must also report any such determination to the legislature and can adopt necessary rules to enforce these provisions.
