This bill modifies the process for adopting instructional materials for California's public schools, specifically for kindergarten through 8th grade. It allows for instructional materials to be submitted for adoption at least once but no more than twice within an eight-year period, whereas previously it was limited to once every eight years. For a "followup adoption," which is any adoption other than the initial one within that eight-year cycle, the State Department of Education must notify publishers and manufacturers and post a notice online. Participating publishers and manufacturers will be charged a fee based on the number of programs and grade levels they intend to submit for review, intended to cover the department's costs for this process. This fee provision is temporary and will be repealed on January 1, 2024, unless extended. The bill also includes provisions to assist "small publishers" and "small manufacturers," defined as independent companies with 100 or fewer employees and less than $10 million in average annual gross receipts over three years, by potentially reducing their fees.
