This bill establishes the Open Data and Transparency Task Force, a group composed of various state officials and appointees, to study and recommend best practices for the state to efficiently maintain and deliver its public records and data. The task force is charged with addressing issues such as the duplication of data, the need for quicker response to inquiries, and leveraging new information technology to improve transparency and public trust. "State agency" is defined as any entity of the State of Arkansas funded by state or federal money. The task force will meet at least bimonthly, with a majority of members constituting a quorum, and will provide a report with its findings and legislative recommendations by December 31, 2016, before expiring on January 1, 2017.
