This bill mandates the creation of a statewide data coordinator position within the Department of Information Resources, to be funded by existing department money, with the primary goals of improving how state agencies control and secure their information, encouraging them to share data including customer information, and reducing the overall cost of collecting information for the state. This coordinator will be responsible for developing and implementing best practices to enhance interagency data coordination, eliminate redundant data collection, ensure agencies comply with information-sharing laws, improve data management and analysis for better security, fraud detection, cost reduction, and operational efficiency, and encourage agencies to make their data publicly accessible online in an open, machine-readable format. All state agencies are required to cooperate with this new coordinator.
