This bill urges the Indiana legislative council, which is a body that oversees legislative matters between sessions, to assign the topic of studying heroin use, treatment, and recovery in Indiana to an appropriate committee, which could be a permanent or temporary committee. If this study is assigned, the legislative council is also encouraged to appoint a lay member with experience in substance abuse addiction and recovery to the committee. The committee would then be required to submit a final report on their findings to the legislative council in an electronic format by November 1, 2016, and this entire section of the bill would expire on December 31, 2016, with an emergency declaration for the act.
