This bill establishes the Hawaii Interagency Council for Transit-Oriented Development (TOD) within the Department of Business, Economic Development, and Tourism (DBEDT) to coordinate statewide planning for TOD, which refers to the development of walkable communities centered around public transit. The Office of Planning is designated as the lead state agency for coordinating and advancing smart growth and TOD planning. The bill also allows the Department of Education to use school impact fees, which are fees collected from developers to help fund school infrastructure, from projects within a county-designated TOD zone for various school facility purposes, including construction, renovation, or leasing of new or existing school sites. Additionally, the bill appropriates $50,000 for fiscal year 2016-2017 to carry out these purposes.
