This bill requires homeless services providers, defined as entities that provide services to homeless individuals and children and youth, to submit an annual report to the California Health and Human Services Agency containing specific data on the usage of services like ambulance rides, hospital stays, emergency room visits, and arrests by homeless individuals, as well as the number of homeless individuals they serve and local estimates of the homeless population. This data, to be reported in an open, searchable, and publicly accessible format, will be published on the California Health and Human Services Open Data Portal to help state and local governments better understand and address the needs of the homeless population. The bill also clarifies that this reporting requirement applies only to providers with access to the specified data and mandates that the submitted data be as accurate as practicable, while also acknowledging that this may create a state-mandated local program for which reimbursement procedures are outlined.
