The study committee is tasked with examining how to provide protection to the public, including lawful protesters, while ensuring the unobstructed use of public streets by all motorists, including emergency vehicles and personnel, without unreasonably interfering with the public's right of lawful assembly. The study committee is required to issue a final report with its findings and recommendations by November 1, 2017.
