This bill amends Section 71-5322 of the Drinking Water State Revolving Fund Act to change the powers and duties of the Department of Environmental Quality (DEQ). The key changes include: (1) expanding the DEQ's ability to provide loan forgiveness and financial assistance to public water systems that serve 10,000 persons or less and are operated by political subdivisions demonstrating serious financial hardships; (2) allowing the DEQ to enter into agreements for up to 90% of the eligible project cost for certain studies and planning, and up to 50% of the eligible project cost for loan forgiveness; and (3) providing the DEQ with the power to provide emergency funding to public water systems operated by political subdivisions that have been damaged or destroyed by natural disasters or other unanticipated events.
