This bill appropriates funds for grants to participants in application challenges in Hawaii, such as the Hawaii Annual Code Challenge, so that the proof of concepts created during these challenges can be developed into prototypes suitable for local and state government use. The High Technology Development Corporation is tasked with managing the grant program, which requires matching funds from non-government sources and ensures that the resulting applications are made open source. The bill also allows the corporation to use some of the funds to support the application challenge events and the prototype implementation and adoption process. The bill is effective starting July 1, 2038.
