This bill aims to promote the interoperability and secure exchange of electronic health records across healthcare providers statewide. It amends the Electronic Health Records Act to: 1. Require the development of a plan by the Secretary of Health for implementing a statewide interoperable integrated health information exchange system, with recommendations for ensuring provider participation, funding, and sustainability. 2. Limit liability for healthcare providers who participate in the health information exchange and disclose records through the system. 3. Impose criminal penalties for intentional unlawful disclosure of health information. 4. Mandate participation in the statewide health information exchange for Medicaid managed care organizations, group health plans, and other publicly funded or regulated healthcare entities. The goal is to facilitate the secure sharing of electronic health records to improve coordination of patient care and quality outcomes across the healthcare system in New Mexico.
