This Resolution establishes the Joint Transparency and Open Access in Government Study Committee, a 15-member group tasked with studying how the state of Georgia can improve its systems for managing and sharing public records and data. The committee will be comprised of four senators appointed by the President of the Senate, who will also designate one as co-chairperson, along with three private industry experts in health information technology, data security, and healthcare services. Similarly, four representatives appointed by the Speaker of the House of Representatives, who will also designate one as co-chairperson, will join three private industry experts with similar qualifications. The Governor will appoint one additional member. The committee's duties include identifying best practices for efficient public record and data delivery, recommending legislation for an open data and transparency law based on open data policy principles, and seeking grants and partnerships to support its work, particularly those that promise a return on investment in health information technology and data-driven health improvements. The co-chairpersons will convene meetings, and members will receive allowances and expenses, with funding coming from the Senate and House of Representatives. The committee is required to submit a report of its findings and any proposed legislation by December 1, 2017, the date of its abolishment, or file meeting minutes if no formal report is approved.
