This Resolution establishes the Illinois Legislative Blockchain and Distributed Ledger Task Force to explore how state, county, and municipal governments in Illinois can benefit from adopting blockchain technology, which refers to a secure, decentralized system for recording transactions and data that is resistant to tampering and data loss. The task force will be comprised of members appointed by legislative leaders and state agencies, will operate without compensation, and will receive support from legislative staff and potentially hired experts. Its duties include researching the opportunities and risks of blockchain, examining different types of blockchain systems, studying existing applications in other regions, considering legal modifications for paperless recordkeeping, and reviewing digital signature infrastructure and reports from the Illinois Blockchain Initiative. The task force is mandated to present its findings and recommendations to the General Assembly by January 1, 2018.
