This Joint Resolution establishes the Illinois Legislative Blockchain and Distributed Ledger Task Force, a group tasked with investigating how Illinois state, county, and local governments can benefit from adopting blockchain technology for recordkeeping and service delivery. Blockchain, a type of distributed ledger technology, uses secure, verifiable cryptographic algorithms to create records that are resistant to tampering and data loss, offering potential for increased efficiency, cost savings, and cybersecurity in government operations. The Task Force will be composed of members appointed by legislative leaders and various state and county agencies, will serve without compensation, and may employ experts. It will research the opportunities and risks of blockchain, different types of blockchain systems, existing use cases in other jurisdictions, potential modifications to state laws for paperless recordkeeping, and digital signature infrastructure, with the goal of presenting findings and recommendations to the General Assembly by January 1, 2018.
