This bill amends the existing Legislative Employee Whistleblower Protection Act to expand the definition of "protected disclosure" to include complaints made at the request of a legislative employee and against non-employees in certain circumstances. It also establishes the Legislative Discriminatory Harassment Retaliation Prevention Act, which prohibits the legislature from retaliating against legislative advocates or employees who oppose discriminatory harassment or file related complaints. The bill imposes civil liability for violations and requires each legislative house to maintain records of harassment complaints for at least 12 years. The bill is declared an urgency statute to enable victims and witnesses to come forward without fear of retaliation.
