This bill amends the Education Code to create an instructional materials web portal to be developed and maintained by the Commissioner of Education. The web portal will provide information on instructional materials, including pricing, computer system requirements, and other relevant specifications for materials on the state-adopted list or submitted by publishers for inclusion. The bill also requires the Commissioner to contract with a private entity to conduct an independent analysis of each submitted material to evaluate its quality and coverage of the essential knowledge and skills. Additionally, the web portal will include a repository of open educational resources and other electronic instructional materials that school districts and open-enrollment charter schools can access at no cost.
