This bill amends the Education Code to redefine "open-source instructional material" as teaching, learning, and research resources that are freely available for use, reuse, modification, and sharing. It allows the state to purchase open-source instructional material that includes content not owned by the state, as long as the state has unlimited authority to modify, delete, combine, or add to the material. The bill also requires the Commissioner of Education to provide a license for the state-purchased open-source instructional material that allows for its free use, reuse, modification, and sharing by any person or entity, with certain attribution and usage requirements.
