This bill: - Expands the definition of "instructional materials" to include "open education resource" materials, which are teaching, learning, and research resources that are publicly available and can be freely used, reused, modified, and shared. - Allows school districts to use their instructional materials and technology allotment to purchase open education resource materials. - Requires the State Board of Education to consider a school district's technology needs and to include information on open education resource materials during the instructional materials adoption cycle. - Authorizes the Commissioner of Education to purchase state-developed open education resource instructional materials through a competitive process and provides for their distribution and licensing to public schools. - Requires school districts to consider the use of open education resource materials when selecting instructional materials each year and to certify that they did so. - Makes various other changes related to the instructional materials and technology allotment, including expanding it to cover technology costs.
