This bill requires that all wine and liquor sold in the state be obtained from a "primary American source of supply", which is defined as either the manufacturer of the liquor or wine, or a manufacturer or bottler who is the authorized exclusive agent of the manufacturer. The bill also requires primary American sources of supply to register with the state liquor authority and provide information on the brands they sell and the wholesalers who buy from them. The bill provides some exceptions, such as allowing a wholesaler to bring in a brand if the manufacturer has not appointed a primary American source of supply, and exempting certain retailer-owned brands and products purchased under specific state regulations. The bill also authorizes the state liquor authority to make rules and regulations to implement these provisions.
