AI Summary

This bill clarifies the procedure for intersection traffic flow in the event of a power failure. It amends section 649 of the Michigan Vehicle Code to require drivers approaching an intersection with a malfunctioning traffic control signal to stop, yield the right-of-way to other vehicles, and exercise ordinary care when proceeding through the intersection. The bill provides exceptions for certain types of intersections with flashing yellow signals. The bill also outlines rules for yielding the right-of-way at intersections, such as when two vehicles enter an intersection from different highways at approximately the same time, and when a vehicle is approaching a yield or stop sign. Violating these provisions would result in a civil infraction.
