The bill also limits the revenue that jails can receive for the reasonable operating costs of these systems and prohibits excessive commissions or bonus payments. Additionally, the Jail Standards Board is tasked with ensuring that county and city jails are providing inmates with means to communicate by telephone or videoconferencing with their families, loved ones, and counsel.
