This bill creates the Oklahoma Industrial Hemp Agricultural Pilot Program, which authorizes universities and institutions of higher education in Oklahoma to grow and cultivate industrial hemp (a variety of the cannabis plant with less than 0.3% THC) from certified seeds for research and development purposes. The bill establishes licensing requirements, inspections, and penalties for violations. It also creates the Oklahoma Industrial Hemp Agricultural Pilot Program Fund to receive fees and other funding to implement the program. The bill also amends the definition of "marijuana" in the state's Uniform Controlled Dangerous Substances Act to exempt industrial hemp grown under the pilot program.
