This bill establishes a task force to study the scope and implications of internet algorithms for public health and safety, with a special focus on the opioid epidemic. The task force will raise awareness on the legal and policy aspects of algorithms, promote understanding of their impacts on public health and safety, and provide recommendations on how the state should respond to these impacts. The task force will explore issues of accountability, transparency, and auditing for algorithmic decision-making, and will submit a report to the governor and legislative committees with recommendations by October 2020. The task force will be composed of 14 members with relevant expertise and will be supported by the Office of MN.IT Services.
